Phillip Hibbert, MBA
CEO, Investment Partner

Phillip Hibbert joined BHL as a partner and the Chief Executive Officer in fall 2010.  While continuing BHL’s history of connecting the citizens of Georgia to mental health resources via the Georgia Crisis and Access Line and through BHL’s mobile crisis teams, Mr. Hibbert will position the company for future growth and accelerated innovation.

As a cancer survivor, Mr. Hibbert has a unique perspective and an intense personal desire to connect people in crisis to health resources and a passion for improving the process.

Mr. Hibbert has successful experiences leading: call center operations, technology services, strategic planning and organizational transformations.  He has held senior leadership positions with Digital Equipment Corporation, and key executive leadership positions with Cobb County School District, The Hartford Financial Services Group and his own consulting firm – Leadership Decisions, LLC.  He earned an MBA from Kennesaw State University, where he was top of his class, and a dual major Bachelors of Science from New York University.


Gregg D. Graham, MA, MBA
Investment Partner

Gregg Graham continues to share the vision and mission for BHL's crisis intervention and access management programs that he first realized in 1998 -- that an independent broker can advocate and link someone in crisis with care that leads to recovery.

Mr. Graham's career includes senior roles in managing community behavioral health programs, both inpatient and outpatient, for over 25 years. In addition, he also operated a managed care company providing managed services for a network of over thirty contracted private facility and professional providers, including at-risk services. 

Also an advocate, Mr. Graham serves on the Mental Health America national Board of Directors and is active with Georgia's Mental Health Planning Advisory Council. Mr. Graham earned his clinical psychology MA at Appalachian State in North Carolina and an MBA at East Tennessee State University.



David Covington, NCC, LPC, MBA
Investment Partner

David Covington joined BHL as its Chief Operating Officer and minority partner in 2002, to implement a coordinated access service for state-funded behavioral health services in the Atlanta Metro area. In 2006, he managed the launch of BHL’s contract for the Georgia Crisis and Access Line, and in 2008 he became a full partner and Chief Executive Officer. He is responsible for many of the technological and business innovations that have distinguished BHL.

Before coming to BHL, Mr. Covington had served for more than 15 years in a variety of direct service and management capacities in behavioral health, including Director of Public Sector Quality Improvement for APS Healthcare in Georgia. He is a Licensed Professional Counselor, with an MBA from Kennesaw State University and a Master of Science from the University of Memphis.

Currently, Mr. Covington is the Chief of Adult Services for Magellan of Arizona, which provides the publicly-funded behavioral health services in Maricopa County, including the city of Phoenix. He has maintained a passive investment as an equity partner in BHL and continues as a member of BHL’s Board of Directors.
